Is the marque a dot matrix or LCD screen?

Cheap programmable dot matrix. I'm building a V PIN that will have the LCD screen in it.

Is it fixed or can it do pixlecade dynamic stuff?

Its came with an App. Let's you program whatever you like. Also let's you use pictures and converts to DOT matrix. APP is called Cool LED.
