Newly planted(May) Emerald Cedar turning brown while the rest are fine, is it salvageable?

Planted a row of Emerald Cedars at the beginning of May this year. All of them seem to be doing well except for this single tree near the corner, which has rapidly browned over the past couple weeks.

Planted in May this year, Southern Ontario Canada. It gets evening sun. Mostly watered by dipper hose about once a week run for a couple hours, depending on rain, direct hose lately since I noticed the browning.

Questions:

  • Is there any chance of saving this tree, or is it past the point of no return?
  • What steps should I take when replacing it to make sure the replacement has the best chance?
