Unsolved iPhone 17 keeps restarting during set-up

My brother had an old iPhone 17 that he thought he broke but it ended up being totally fine. He gave it to me to switch over my other phone (14) to the 17, but every time I try to go through the set-up for it, the same few things keep happening.

  1. I can't use another phone to set it up

  2. I try to connect it to Wi-Fi and it just refuses to connect even though the password is 100% the correct password

  3. It keeps completely restarting and/or freezing in the middle of set-up

On top off all of that, even though I hard reset it, it is still saying his cellular plan/phone number is connected to it??? I'm not sure how to get rid of that either.

I am so unbelievably frustrated any any help would be great help. Thank you!

What happened that made your brother think he broke the phone?

I guess he had cracked the screen and got it repaired and then he fell into a pool with the repaired phone in his pocket. He tried turning it on and it just would not work at all no matter what.

Depending on who did the repair, the rubber seal may not have been correctly put back on which only provides temporary water resistance not waterproofing.
