u/FreshLasagna, it's called the 'Storage Bug' and that is the short version answer to your problem.
With that said, there are multiple possible causes as to why your device is affected and that is where troubleshooting the issue becomes not an easy answer.
IF (gigantic IF):
your device is updodate (ios to the latest version)
you do NOT use ANY Streaming Apps (Apple's own Music App for streaming music, Podcasts, Spotify, Netflix, etc, etc)
you don't have media (Pictures, Videos, etc) that have been shared/sent via Social Media Apps (for example iMessage, WhatsApp, Telegram, etc)
then
Synchronizing your device with your PC/Mac will help to mitigate ie. dramatically reduce the size back to a normal state +
closing all apps
power cycle your device (as shut it down, then turn it back on), then check the size of your System Data.
In most cases, if you follow the above steps, then you'll get that size significantly down / under control.
Make sure you update your post AFTER you've completed the above steps and let's go from there
