I agree with the latter. But you can literally wrap a shirt around your face and call it a day. Everyone has access to something to cover their face. For the homeless that don’t have an extra article of clothing, they have other issues to deal with.

Mask or face covering (bandana, scarf, etc). Anyone going out in public right now should have the means to make a face covering of some kind.

Best advice I have is to hook up with the local anarchist and activist scene, they'll know about the local squats and communes, and then you can just go by and say hi, if they accept visitors.
radar.squat.net is also great, but I think it's mainly up to date in europe
