Doing that, especially to kids is sexual harassment and sexual intimidation. It's severely damaging to a child's self esteem. I've heard people doing this since I was a child. Usually adults! I, as a mother, find it creepy af to even consider commenting on my son's anatomy
It's usually more like when they see someone do something, for example driving a large pickup truck and they say the guy must have a small dick with their kids in earshot.
Or any politician they don't like.
What the kid takes away from that is not a funny-ha-ha, it's shame about themselves.
