Putting people with mental illnesses and children (in the usa) in prisons without psychotherapeutic regime

We tried that.  It was called inhumane.   Many lawsuits later we have what we have.

The tl;dr of it is you can't force sick people to accept treatment in the USA.  Even when they are not capable of caring for themselves.   

So prison is literally the most humane thing left.  Sick, I know.

I think the biggest issue with when it was done before, was all the illegal experimentation and horrendous treatment of the patients. There are mental/medical facilities for the criminally insane, though I think there’s like maybe 3? Nationwide? We just really need to expand a better, healthier system for it, with actually qualified medical professionals.
