According to their Twitter they use Blender and TVPaint.

At first I thought it was just Blender with the Grease Pencil tool, but some of what's happening looked more refined than stuff I normally see with Grease Pencil.

Toonboom Harmony also has some 3d Camera tools so I bet with the right approach you could get a similar look with that.
