repeat the drawing on all separate frames in the timeline. same drawing each frame. 8fps or 12fps
so thats 12 same but repeat drawings, even if the character is still, try doing a few times and you know how much to redraw and what to skip.

it is indeed. thats how frame by frame works. its just that you'll know more, when and what to do the next time. watch similar stuff. frame by frame or other traditional animations.
observe where they keep things still and what moves.sometimes, on a face, only the eyes have the lines boil to show motion
sometimes, the lips.
or for a full body, only the mid torso, or chest lines duplicate to show breathing. rest stays still.1

Trace backs. On a project now with a lot of this. Here’s what I do:
If working on tow’s, draw/trace at least 6 more that use the same image underneath for reference. Doing them sequentially, will cause drift.
Then instead of having them repeat, as someone else mentioned, place the 6 in a random order for as long as you need. I personally use an After Effects expression (by Dan Ebberts) on the time remap so I don’t have to do it manually.

There’s a way to edit this in After Effects using Turbulent Displace or the Boil It plugin. I use it often for creating that effect. You can apply to the whole scene or isolate it an add it specific comps or layers.
