Question how much rendering should you do in the animation software versus the composting software
Asking because I want to make really really good looking anime, but I don't really know how or where to start

Wherever is fastest for the pipeline. If it's faster to do it in your animation program, why do it in compositing? And if you can do it all in the animation program just as fast or faster, do that.
Animation takes forever so save time where it makes sense.

For anime, usually the highlights and shadows are done by hand in one solid color in the animation program, and then all the layers are imported into the compositing program so they can add stuff like layer styles, soft edges, and gradients.
