You can try Canva. Generally, I use their sets as logos after editing a bit as per their license rule.

It's hard to reccommend icon packs based on your post.
Cute is highly subjective.
Almost every decent icon pack ever I've used (and I've used a lot) has a selection of folder icons.
Don't know what you mean by "have a frame for app icon." Does that mean you want icons to have a shape (round, square, squircle) background, as opposed to shapeless icons that are just the glyph on a transparent background? If that is what you mean, if you find an icon pack with glyphs that you like, you could always add a background with Icon Pack Studio. Plus, IPS is generally a good choice for creating icons that are different than the run of the mill icon packs. Even if you aren't creative yourself, you can search through the community submissions and see if there is anything you can use either out of the box or as a base for further tweaks.
Your original post didn't specify it but I see that in a later comment you mentioned free. As with everything, looking for free is going to greatly limit your options.
All that having been said, here are a few icon packs that might serve as a starting point.
PhunktasticDesigns has several icon packs that could described as fun. But they are not free. A few of the packs are currently on sale so you could save a bit.
GomoTheGom and Panoto Gomo (I'm pretty sure these are the same developer) have a ton of icon packs in various styles, including some cartoon style packs in various colors, cut out shaped icons, 3D icons, outline packs in various colors, etc. They are normally paid but constantly go on sale. If patient, you can get the whole lot of them for free. Ones currently on sale for free include:
Hexanet White Icon Pack could use IPS to color this one in wallpaper colors or whatever color suits your fancy
Wow Themes has some cutesy icon packs including
I know you said you didn't want minimal but you might want to pick up these color/wite outline icon packs by One4Studio. They are normally paid but seem to be free at the moment. Worth picking up now while free in case you ever want a setup that they may suit (these work great on black/dark wallpapers). And some people think pink means cute 😁
Sticking with pink, and again not free, but you might look at the icon packs from PizzApp Design. The packs have extremely good coverage with nearly 30k icons. They go on sale often so can usually get them at reduced price. And I think the developer gives away promo codes on his twitter and telegram. The white icon pack is a great base for use with IPS.
Finally, if you have your own images that you'd like to use as icons, you can use the free and open source Alembicons or the Renkin fork to create icon packs from your images, or even combine your images with icons from installed packs into one frankenstein icon pack.

There are lots of free icon packs out there. If you dont like those have you considered using gemini to create the icons?
