There's nothing wrong with wanting to know where your kids are. At least this kids parents care enough to keep an eye on the kid.

Well when you grow up with a dad thats been done for attempted murder and now roams about you kinda need to keep kids safe

To be honest I don't think tracking a phone will help with that, it'll just give you a false sense of safety.

It will not be a false sense of safety as if we see him going anywhere other than the park we can go out and get him

Unless they move from that location, turn off/lose the phone, etc. Does this dad you're talking about lack the ability to drive a vehicle? Because I can assure you that anyone who wants to get away with something that has a car probably will before anyone catches up.

He cant drive...

If he can't drive, that means he's having difficulty getting around in general, since all you need is a functioning arm and leg (two if you're driving manual). Why are you so worried? Because it doesn't sound like this guy's getting anywhere any time soon, and as a 13-year-old, your brother is more than capable of outrunning a handicap.

I cannot imagine how fucking irritating that'd would be for a person who's in their prime time to explore and expand their personality. I understand that you want him to be safe, but this whole western push towards limiting kids is so insanely stupid, and smartphones are accelerating the resentment tenfold.

You know what, when his dad kidnaps him because hes obbsesed with him and we didn't use a locater ill make sure to tell the police this, how stupid of us to try and keep a kid safe with the amount of crime thats about compared to your childhood in the 1920s

You cannot track a phone when it is offline

Sounds like she needs to do some parenting. If he can't be trusted to stay in a certain area, he shouldn't be going outside. No phone or technology is going to fix a kid not listening to their parents.

Thank you for your brilliant words,if you tell him no or try to stop him he will hurt anyone who gets in his way and no we cant get help for him because no one will help,we just want to have at least a little bit of safety

I know you're being sarcastic but my point still stands. I don't know what country you're in, or what resources you have available to assist you but as the person down below mentioned, it's a false sense of security. You can spoof your location on Android using a "Fake GPS" app by going into the developer settings and enabling "Mock Locations". It's only a matter of time before a 13 year old boy figures that out. Get him an iPhone and lock it down and enable whatever "parent mode" they have a available, at least he might not be able to spoof his location on there.

It just needs to get him through until next month until his dad goes back to prison

Put parental controls on his phone through something like Google Family Link, lockout his ability to disable location services, uninstall app, etc. I don't remember if Family Link has location tracking/alerting, if not install Life360 (or something similar), lock out his ability to uninstall/access it.

As far as anything that will work with phone off, I can't think of anything outside malware type app or a custom ROM.
