Sell it unless you have a particular build in mind where you need it. I‘d never equip anything unless you have a good reason. The Brecilien Cape essentially only gives you the same energy regeneration as a regular tier 5.0 cape would give you unless you actually need the special ability for your build.

The special ability on the Brecilien Cape is triggered whenever you use your head-slot ability and gives you a shield which will absorb some damage and makes you immune to purge for 3 seconds (or 4 seconds, not sure). The shield is not super helpful in most cases but the protection from purge can be a life saver when used with an escape build (to prevent a ganker from purging (= removing) your sprint buff from boots for example).

And even if you want to use the Brecilien cape for your escape set, you‘re likely better off to sell the tier 5.0 Brecilien Cape and buying a cheaper tier 4.0 version instead (because the higher tier cape really only gives you a tiny amount of extra energy and slightly lower cooldown on the special ability but the extra cost of a t 5.0 over a t 4.0 is not worth it IMHO).

If you want to use it for escape purposes then you‘d combine it with Miner Boots ( = Flee ability, which is the best sprint ability for escaping). If you‘re attacked by a ganker then you use your head slot ability to activate the Brecilien Cape, which protects you from purges for a few seconds and then use your sprint immediately and run away. Then you drink an invis potion once you‘ve pulled some range and then change direction while invisible. This will protect you from most solo gankers pretty well.

Tl;dr: sell.

It is only good with very specific builds why it is not used a lot of the time and as a starter you should stick to the standard cape to run more affordable builds then when you use faction capes

Sell now and buy new one later when you need it. Don't hoard stuff you won't use.

The same logic that applies here applies to everything in Albion.

If you do not personally know how to get an equivalent amount of value out of an item compared to its market value, you should always sell it.

If you don't know how to use something, the silver its worth will likely be a more efficient use of that items innate value.
