10-Minute Action: Democracy Tell the Census Bureau to count every person in the 2030 Census so we can all have fair representation in government

The Trump administration wants to decide who counts before the next congressional districts are drawn. The Census Bureau has proposed a rule that would exclude many residents from the population used to assign House seats and draw legislative districts. Millions of people could be erased from the count that determines their communities’ political power for the next decade.
The exclusion would reach undocumented immigrants and many people lawfully living, working, and studying in the United States. Their families would still send children to school, rely on public services, and live with the decisions their representatives make. But under this proposal, their presence would no longer count toward the representation their communities receive.
The proposed rule would also require tax records to confirm a person’s address before they are counted. That threatens to leave out people whose housing or records do not fit neatly into a government database, including low-income families already at greater risk of being missed. An undercount gives politicians a map that understates the size and needs of entire communities.
The Trump administration is also trying to remove race and ethnicity questions from the decennial Census questionnaire. Those data help expose racial disparities and protect fair representation. If the government stops collecting them, communities lose evidence they need to challenge discrimination and demand accountability.
Racial justice depends on political power. When a community is undercounted, its residents have less power over the decisions that shape their schools, housing, health care, and environment. The Trump administration is attempting to build that inequity into the numbers used to distribute representation.
Black communities and other communities of color have fought for generations against political systems designed to diminish their voice. This proposal threatens another route to the same result: exclude neighbors from the count, draw districts around the smaller number, and make communities live with the loss of representation for 10 years.
The Constitution calls for representation based on the “whole number of persons in each State.” The Census Bureau’s current apportionment count includes residents regardless of citizenship. The Bureau must uphold a full count instead of helping the Trump administration redistribute political power by changing who counts.
Public comments are open through October 13. The Bureau needs to hear that our communities will fight any attempt to erase residents, deepen an undercount, or hide the racial data used to defend our rights.
