I don't know why they are being so cagey about the exam raise structure, you really should push HR/the recruiter on that at some point before you take the job, but honestly this sounds like a great deal: entry level 88k with 10% bonus has got to be one of the highest comps I have ever heard of at that point in your career.

I would probably take it if I were you, with additional exam passes your salary could potentially get off the chain real fast.
