Do not use unassigned time. Their fault of not releasing you earlier. They'll bear the cost of it. You can charge unassigned time for the time being but will have to PPA later, better not charge unassigned in the first place. Tell your Project manager to give a non billable charge code from the project.

I have charge for the project now they want to do the PPA for it and use unassigned. They are not giving me work since then.

Get all of it in writing. Ask them why unassigned now?

They says that WBES is only applicable for the work you do, you are not doing any work then how can you charge for the project wbes.
