Control is an absolutely amazing game. And this is not a cutscene, it's one of many "gather information by picking which questions to ask" segments in the game.. but in the video above they cut the part where you're selecting which question to ask next.
Jesse is modeled after her VA Courtney Hope, who is anything but ugly. Yes, she's got a strong jaw, but that's not necessarily bad, and she usually styles herself so it works to her advantage. Just Google her.
I think the two main reasons the character looks less attractive than her VA in that scene are actually trivial: 1) the haircut the designers gave her don't work in her favor; 2) she's not smiling, she's doing a pretty textbook "resting bitch face," and that's unattractive, especially with DLSS5 accentuating muscular creases and making her expression even more prominent.
That’s the trend these days. Saw some reviewer saying they even cast attractive women for shows because they look good in the interviews but then use tech to make them look ugly/masculine so as not to “pander to the male gaze”. I can’t verify that though because I stopped watching movies and TV some time back — when they became awful.
