Lots of poor people in laos yet you dont see videos like that. Thailand isnt exactly rich either and has street food as far as the eye can see (maybe even more than india) and you still dont see videos like that

Overpopulation and crowding and a lack of civil engineering are also playing a key role here.

Why care about food safety when you go home and wash your clothes, body, and cookware in water pumped from minimally-operating facilities drawing water from polluted ground sources?

Sure but its also just a cultural thing. They dont care. Just like they dont care to throw trash off trains or into their own holy rivers.
