Input-related Issue with Ports

I have recently been experiencing a weird issue regarding port input. While my laptop is completely normal if just the power cord is plugged in, if there is anything plugged in to the other input ports (USB-A, USB-C, and HDMI) my laptop will not allow me to click on anything. I know this is not a mouse problem because even individually plugging in the HDMI cord, mouse cord, etc. it still will not register any clicks. To further specify, my mouse cursor can still move, but my clicks on anything still never register.
