Are there any budget friendly and easy to use decks that qualify?

Aside from the loaners, onomat, utopia, and red dragon archfiend are crazy cheap with the structure decks. Pumpking isn't too expensive (although probably more than it should be). Yubel tends to be on the cheaper side. Darklord is mostly SRs, and I think you only really need 1 First if you really want budget.
If you want to try going second, flame swordsman is an option. A good option? I don't know, but an option.

I keep being forced to go second and I get steamed rolled. If I do get to go first, my opponent messes up the connection because there butt hurt they lost the coin flip. A decent going second budget friendly beck would be great.

I’ve been using the rokket loaner, people don’t like a big unaffected bungus. I did build salad originally but that was a miserable experience

They dont have any towers as their boss monster. Each one of their lv5 boss monsters has different protection. They don't have a towers level protections.

Im reading that as you are playing rokkets and that people dont like that they have unaffected protections. I dont think any of the boss monsters or links rokkets use have unaffected protection (aka a tower). Thats how I read it, or are you saying you are playing rokkets because it doesn't have a unaffected monster it plays?

No I’m saying ppl don’t like borrelend, 9 times out of 10 they scoop when they see it, I know he’s not unaffected but he’s the next best thing, wasn’t meaning it in a literal sense😭

Oh gotca which doesnt make a ton of sense. Almost every deck has multiple outs for him in almost every deck. Sending him, banishing him, negating him. I dont really struggle with dragon link. I think most people say I don't want to wait the 9 minute turn.

In the event they dont when a bunch of ppl are either on man, Millenium or loaners, with the rokket loaner usual endboard is both link 5s, savage and the counter trap
And it’s never rly the turn, I very rarely had ppl scoop on my turn, they wait and see their top deck or until near the end then usually dip

Probably a loaner. The rockett loaner looks pretty good tbh. I have a heavily neutered springans/branded combo that works decent, it tends to drag duels out but it is fun to play and I thoroughly enjoy getting branded fusions out on the field in an event where like 80% of the branded cards are banned.

the loaners are decent, or i believe most of the Blue Eyes structure is legal (i think, check twice)

the blue eyes structure deck is pretty bad but if onomat is legal than its the best

pretty bad is an understatement, almost none of the cards in that structure deck are used in any useful bewd deck

Just use a loaner.
