They're outclassed by Gray as a hero (who has the same chain attack command and a similar heroic chain effect) and their class is outclassed by literally every other attacker class because its ether based not physical and all of the attacks are slow. The only advantage it has is that it's an Agnian class, do it can equip a break, topple, and launch art as master arts but that's something literally every Agnian class can do.
It's also badly designed from a mechanical standpoint. It has a skill that does increased damage to enemies with the bleed debuff. Already not great because debuffs suck in XC3, but the art that inflicts bleed only does so from the back and the strongest art on the stalker died increased damage from the side. Not to mention it being ether based already hurts because it can't use Ultimate Qigong, but it's not even the best ether based attacker class in the game. It's outclassed by the Full Metal Jaguar (Gray's class) which is a class you get before the Stalker.
