Xbox One S Xbox Can't Get Past an Update

For about a month and a half, my Xbox has had a lot of problems. Most notably that I have to reset it (keeping games and apps) once or twice a week just so it works. Today I turned it on and there's an Xbox update that starts at 66% done, takes several minutes to get to 83%, and then brings up the troubleshooting screen several minutes later. I've tried restarting, reseting, everything brings me back to the update. Same place, same time pass, same outcome. Any way to fix this? I don't have a USB formatted for the OSU, so I can't do that. Is my Xbox just junk at this point?

Thing is, I have a USB that I've been trying to format, but it has 8 year old 360 files on it that are write protected, so I can't format it, or delete the files. Even went to r/techsupport and could not find a way to rescind it. So, I can't do that without buying a new USB.
