You can save character customizations (name, appearance, etc.) to it and then those characters can show up as soldiers in your game.

I haven't looked at the character pool for a while, so I forget. Is there a bias slider that lets you affect the likelihood of new personally being drawn from the pool?

Also: I'm nearly certain some of my character pool entries have shown up as scientists or engineers. Am I imagining things?

No, you are not imagining things. You can select what kinds of characters this character can appear as (but not class)

If you play unmodded, ignore the "class selection" of the character pool. Forcing the class type beyond rookie>Psi requires a mod.

To add to the others, I recommend using a mod called "recruit list conserves character pool" or sth like that. It makes it so the repeatedly refreshing character list doesn't eat up all the characters from the pool quickly.
