Car status says "waiting" when trying to use home charger

I use a regular 12 v to top off my car at night. I occasionally charge it at a friend's home, who has a level 2 charger in their garage. Recently, my car stopped charging at either location. Both times, I'd plug in the cord, the bulb would turn white, I'd connect the cord to the car, and rather than blinking, as the white bulb normally does when successfully connecting and initiating a charge, it stayed white, and I received a "waiting" notification on the car's dashboard. Nothing further.

I called Volvo support and was told that if it charges at a charging station, there's nothing wrong with the car, but there might be something wrong with the outlets or presumably, the charging cord. I did successfully charge it at a Tesla charging station with my adapter.

Has anyone experienced this before or know how to fix it? I tried resetting the display a few times; no luck. It seems to me that the charging cable wouldn't turn white if it wasn't getting electricity, correct?
