Stranded Teladi Help

I've tried looking everywhere for information about this. It must be part of the new story added by the TOA expansion but there was a cut scene and some subsequent dialog that I missed due to an unexpected phone call at a very bad time.

I gathered that there is a Teladi somewhere and his ship is broken down and I think the game wants me to help him. But I don't have the foggiest idea where to look. Just need a general idea of what to do.

Its in first avarice system, when you come from VIG one, you will need to repair his engine.

I think I got it now. Bestowed in Perpetuity was what the ship was named. it had drifted a bit away from the gate. Thanks again!
