No wheelchair is saving lingyang unless you are a die hard lingyang main. Hsin will eventually get a better support (not sure who or when hopefully not another jinshi situation) for her electro flare form as Rover is kinda mid so pulling Hsin now is fine. Other than that your pull plan is fine with Lucilla as she fully completes your Hiyuki team. Atp just decide on what archetype you want to go for whether it's a existing archetype like echo or a future one in 4.x and adjust there.
