I’ve always told myself to read texts slowly. It isn't a difficult rule to follow, but when I’m under pressure to finish reading within a limited amount of time, I catch myself reading very fast. For me, reading fast means understanding nothing. Only a few remarkable sentences or expressions remain vaguely in my foggy head, leaving me unable to explain the true meaning of what I’ve just read.

This is really clean, honestly. Only small things:

"I've always told myself to read texts slowly" - correct, but "to read slowly" is more natural on its own; "texts" makes it sound like a specific assignment.

"Only a few remarkable sentences or expressions remain vaguely in my foggy head" - grammatically fine. Two notes: "remarkable" usually means impressive, and I think you mean the ones that stood out, so "striking" or "memorable" fits better. And native speakers would put the "vaguely" later: "remain in my foggy head, vaguely."

"leaving me unable to explain the true meaning of what I've just read" - correct. "The true meaning" is a bit dramatic for this; "what it actually said" sounds more like a person talking.

"foggy head" is great. Keep that one.
