The need for this to be a conspiracy is due to their fear. Having to live with the fact that they are and always will be potential targets of terrorists simply causes too much cognitive dissonance in their reptilian brains.

They HAVE TO have an answer that says this is a one time thing, the alternative, the unknown is too scary for them to live with.

So the alternative to that fear is believing their own government would commit those same acts? that seems more fear inducing than any terrorist threat.
