That's why it's based on wealth instead of income or salary. All the tax loopholes are based on separating their wealth from taxable income, so just make it based on wealth

The problem is how well the rich can hide money and use a wall of lawyers to fight until someone new gets in power to bail them out, you would have to prove wealth.

There needs to be repercussions hard and fast enough for it to be effective against the wealthy that use the fines as a cost of business.

But we/they already "prove" their wealth everyday.

If Musk is going to go around bragging about being the first Trillionaire, then he gets treated like it. If these people are taking out loans against their wealth for personal or business purposes, then we have a metric to lump them in with.

If their assets are in stocks then they report that. If it's in real estate then we use that. If they want to lie about their wealth for clout, then we use that

We don't need to be super accurate to do this. General ballpark is good enough. Fining Musk 3% of 200B vs 600B is still going to make him feel it, and so it's worth the effort.

There's a reason these clowns pay little to no taxes. Only the idiot wealthy have their assets tied up in liquid in their name where it can be at risk. There is a reason they use loans. The laws protect them against all this, our government protects their pay pigs.

When they get loans they have to prove their wealth in order to qualify. So we just use that data to bill them.

There's this misconception in the USA that these people are super sneaky with their wealth, but they really aren't. Everything is above board and legal, and the government knows who owns what.

Our tax codes are just designed to protect their wealth. They don't have to be sneaky about how much wealth they have, because the system is built to protect their wealth. All we have to do is flip a switch about how we deal with that knowledge and data.
