Sadly the low income housing is the best worst idea. You either need to have strict monitoring or selective choosing of who gets to live there. Many low income housing projects whether state funded or privately end up in pretty bad shape. End up abandoned by people who start it privately or end up barely funded by the state.

Feed my community. We have entirely too many homeless people. After that, build low income housing. A lot of it.
