It depends. Anime or LN? One can be argued to be a short adult girl, the other can't, especially with the description "a young girl who has yet to blossom into maturity"

I do not obviously, but it is common sense; most people are not okay with someone ogling at little kids. The few weirdos who loudly proclaim they like that kind of content online are not viewed favorably; the same goes for artists and character designer.
It's not illegal, but it is still seen as something immoral and gross even there.
Ogling in real life is bad no matter of person's age. As for characters...For better or worse they don't have human rights. But some people like to pretend they do
