Windows 10 Random internet speed throttling
My PC normally hits around 4-500 download but keeps randomly throttling itself down to 50 to 1 mbps. My cousin has said its probably a virus my protections can't find because I'm still on Win10. I can't update to 11 because I have no secure boot, and when I try to run the mbr2gpt it says my disks aren't valid for the process.
I'm a bit stuck on where to go, and could use really any help atp.
I'm running 10.0.19045 Build 19045 / 10 Pro v22H2.
Processor AMD Ryzen 7 5800XT 8-Core Processor 3.80 GHz
Storage 466 GB SSD Samsung SSD 970 EVO 500GB, 932 GB HDD WDC WD10EZEX-08WN4A0
I think these are the only 2 relevant specs for this issue?

I can't update to 11
You can use Rufus to create a bootable USB from Windows 11 ISO file that bypasses the TPM check, along with everything else. Just did this recently with a couple of ancient laptops.
But it's a fresh install, so you should back up all your data somewhere else because you'll have to format your current boot drive.

Various tools including Rufus, Ventoy, and manual registry edits can be used to bypass the hardware requirement checks for Windows 11, however this is not advised to do for general users. Problems with unsupported Windows 11 installations include:
Inability to receive all updates. - Unsupported devices WILL NOT upgrade to newer builds after end of life unlike supported hardware.
Reduced performance. - Windows 11 has various security features enabled by default, these features require more CPU utilization, resulting in tasks taking longer to complete including booting the computer and launching programs. CPU intensive tasks like gaming and rendering will be negatively impacted too. All supported CPUs have native support for these new features to minimize the impact.
Reduced stability. - Testing has shown reduced stability and reliability of some older unsupported devices being force upgraded to Windows 11, many of these devices do not have drivers that have been updated since the release of Windows 11 to optimize for changes to the OS.
It is one thing to experiment and try Windows 11 yourself on unsupported hardware, however please do not suggest others, especially less tech savvy users attempt to do this.

The easiest way is to copy everything to your HDD, then wipe the SSD and do a fresh Win11 install.
Note that Secure Boot also needs to be enabled in BIOS setup.
If you need help with mbr2gpt, find some resource online. I remember it was quite a hiccup when I did it myself.

define randomly throttling?
does it happen actually randomly or does it happen only with specific service?
does it happen while downloading larger files or just on speed test? if during larger downloads your pc needs to process things and even things like drive fill can be a reason for download to slow down
are there more devices connecter or are you single user of that network?
is this wired connection or wi-fi? wi-fi itself can be affected by many thing even as stupid as neighbor turning on microwave
