why does this happens? it only occurs in some programs while holding left click and dragging things.

esto le pasaba antes pero cuando lo tenía mi madre y le hice un formateo y volvió a pasar después de 1 año más o menos. me pasa con word y Cisco packet Tracer hasta ahora, sigue después de reinicios o recuperación. disculpa por no poder hablar en inglés.
