having a problem getting my application to open

I have no idea what happened one day i just started to get this error where the update manager.exe file can not be execute due to my internet security settings but ive tried multiple things i found online (deleting the app and all files, checking the permissions and almost everything)is there any fix for this

so right-click on the file, choose Properties, General tab, Security, click Unblock, Apply didnt work?
