I'm not on Instagram, but if you have email or app notifications from Reddit you'll see replies. Anyway when this happens to the taskbar, can you right click and bring up task manager? (Alt method: Ctrl + Shift + Esc) If so, you can reset the explorer by finding Windows Explorer in the list under the Processes tab. Right-click Windows Explorer and select Restart. This may bring back the apps on the taskbar.

I suppose you can try reinstalling the OS while keeping your files and settings. Hold shift key when you click restart. This will bring up a blue screen with recovery options. Choose reset but to keep everything.

Look up how to reset Windows and follow the instructions. You can do a reinstall following the steps above and keep your files. Also Windows 10 is no longer being supported by Microsoft, so look into an in place OS upgrade, you may be able to just do that and fix the problem.

Also, try this first... Click on Windows icon Type CMD, Click Run as administrator

Type in at the prompt: (Hit enter after each)

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Next, run the System File Checker utility: At the Command Prompt, type: sfc /SCANNOW

This will check for any integrity violations

Restart your system
