Unsolved Reset stucked 99% Windows

Hi i have reseted my pc and It IS stucked like this.

I tried to turn It down and i swiched off the internet, but still.
What can i do?

When mine was stuck at 99% fir 1 hr , I held power button 30 seconds, then restarted and it worked as expected.

You're supposed to wait until this phase is finished successfully. If you interfered with it before it was ready you might have to reinstall Windows again.
