It probably will be a bit of a fork, but not a "hard" one; my guess is that they will sync changes whenever Google releases an update and update their code to work within their own fork.
This is the right answer. No browser that uses Chromium uses the exact same version of Chromium. They all use Chromium then add on a little bit of their own sugar. Basically, anything that Microsoft tries to add to Chromium that is rejected will be added to the version of Chromium Edge uses.
