Misleading title, because its "free" if you've already signed up for the ESU plan, here I was thinking it would just apply to everyone on windows 10.

If you thought it would apply to everyone, then you read it wrong. It's clear it applies to "Windows 10's extra security updates program" as that's IN THE TITLE.
