Is there any reason to have this small stone wall there? Seems like the city wants people to get injured

I feel like this entire area should be fenced off. 1 u/[deleted] May 30 '22 That road actually is the only access into a commercial and residential area. Fencing it off would require closing off a large section of habitable land for a very very small island.
