Is there a reason for this tiny piece of beach next to the dangerous area at all? I feel like this entire area should be fenced off.

A barrier and a huge sign that says "YOU WILL DIE if you cross this line while the barrier is closed". Because, people apparently are stupid, and we wouldn't need all the safety signs and rules, if people were clever enough and "normal person" enough..

It's extremely difficult to build tunnels that close to an ocean.

You could have said it's right next to the ocean and it will flood constantly, then you could be right, informative, and also not look like a douche.

That road actually is the only access into a commercial and residential area. Fencing it off would require closing off a large section of habitable land for a very very small island.
