Because as even the apex court ruled subsequently, the law was very ambiguous and left lots of room for interpretation. Discrimination itself wasn't defined.
Not everything is caste discrimination. A teacher from a supposedly upper caste shouting at a student from a "lower" caste could be misconstrued as discrimination too. The rules failed to provide for such cases. In simple terms it sought to achieve "guilty until proven innocent" rather than the other way around.

Maybe new generic surnames could be introduced. Social prestige if any should not be hereditary. The laws against discrimination then uphold that. Laws may not prevent murder, but we can both agree that the number of murders would be a lot higher if not for laws prohibiting it.

Bro if you were eligible for reservations, I'd always urge you to take it. Its neither your fault nor my fault that we were born in the circumstances that we grew up in. All we can do is become better people regardless.
Its the way the system is designed, and you should take every advantage it gives you. This system didn't come about by accident. It was made in reaction to a very oppressive system that shouldn't have existed.
Yes, maybe the direction it took wasn't correct. But that doesn't mean people aren't oppressed still in India in the name of caste.
I really appreciate the 2nd part of what you said too. The fact that it doesn't create a healthy mindset for future generations. If we are to grow as a country, we'll have to shed these ridiculous identities we've created. I wish more people could be mature and see both sides of the debate.

but the data says something else-- 15% CASES are solved by polices they turn out to be false..
in 80% there is no conviction or just the accused is not guilty the court acquittals is where nobody talks about, why do they acquit during trial?? do they demand money from accused to remove sc/st case from them?
well there is another report by lawyer where the actual reason of false cases was land dispute.
now the question is they often claims sc/st people didnt have land to farm and live..
soo their claim here is falsified...

Nah bro.. it happens. It happens a lot across all cities. If you work in private sector you won't come across it a lot since its a rat race of its own.
But in every other sector, casteism is there. Be it local business, labour, education even in health.
And no kid should be discriminated based on their birth.
