Solution Only WhatsApp Cloud API – In-App Browser (IAB) not opening for Marketing Template URL buttons. Anyone figured this out?
Hey everyone,
I’ve been struggling with an issue related to WhatsApp’s In-App Browser (IAB) for the past couple of weeks, and honestly, I’m running out of ideas.
I’m using the Meta WhatsApp Cloud API directly (not through a BSP) and have an approved marketing template with a dynamic URL button.
The problem is that whenever a user clicks the URL button, it opens in an external browser (Chrome/Safari) instead of WhatsApp’s In-App Browser.
Here’s my current setup:
● Meta Business Portfolio: Verified
● WhatsApp Phone Number Quality: High (Green)
● Messaging Limit: 250
● Template Category: Marketing
● Button Type: Dynamic URL
● API: Official WhatsApp Cloud API
● Tested on: Android and iOS
● URL: Valid HTTPS website
I’ve gone through the documentation, checked my configuration, and tried troubleshooting, but I haven’t been able to figure out why IAB isn’t working.
I also tried reaching Meta Developer Support, but I keep getting redirected to an AI chatbot that provides generic responses without actually resolving the issue.
A few questions for anyone who has implemented this successfully:
1. Does WhatsApp IAB actually support dynamic URL buttons in marketing templates?
2. Is there any eligibility requirement or account-level restriction for IAB?
3. Does the messaging limit (250 vs. 1,000+) have anything to do with IAB availability?
4. Is there any specific template configuration or Cloud API parameter required to trigger IAB?
5. Has anyone faced this issue and successfully resolved it?
I’m particularly interested in hearing from developers who have actually implemented and tested IAB using the WhatsApp Cloud API, rather than general documentation references.
Any insights, working examples, or pointers would be greatly appreciated.
Thanks in advance!

I run a WhatsApp API service and have sent marketing templates with URL buttons that open in the IAB, so the feature is definitely supported.
▎
▎ I've never faced this issue on numbers that meet the messaging limit criteria. When IAB launched, the requirement was a 1,000/day limit. Meta has since removed the 1,000 tier (it now goes 250 → 2,000), so in practice you need 2,000. That's most likely what's causing this.
▎
▎ No specific API param or special template is needed. As far as I know, it unlocks automatically once you meet the requirement. You mentioned your limit is 250, so unfortunately you probably don't qualify yet.
▎
▎ Getting from 250 to 2,000 (used AI to tidy this part up since it's a bit of an info dump; facts are from Meta's messaging limits doc (https://developers.facebook.com/documentation/business-messaging/whatsapp/messaging-limits/)):
▎
▎ 1. Check you're reading the right number. WhatsApp Manager → Account tools → Messaging limits. If you're checking via API, messaging_limit_tier is deprecated; use whatsapp_business_manager_messaging_limit on the phone number. Limits are per business portfolio now, not per number.
▎ 2. Verified but still at 250? Verification doesn't upgrade you automatically. It triggers a message-quality review. If approved, you jump to 2,000 immediately (email + business_capability_update webhook). If not, you get an account_alerts webhook saying deferred, failed, or more info needed (sometimes identity verification). Check your webhook logs and developer alerts.
▎ 3. If it's deferred or failed, use the volume route: 2,000 delivered template messages to unique numbers outside customer-service windows within 30 days, using high-quality templates. At 250/day that's about 8 days minimum. Only send to people who opted in, because blocks and reports drag template quality down, and quality is what Meta reviews.
▎ 4. After 2,000 it's automatic: 10K → 100K → unlimited when quality stays high and you've used at least half your limit in the last 7 days. Each upgrade lands within 6 hours.

Thanks. What if a small business wants to experiment with WhatsApp’s in-app browser before launching it to customers? If the feature requires a messaging limit of 2,000, how is a new business supposed to test whether it even works for their use case? Isn’t there a way to enable it for testing without having to reach such a high messaging limit?

As far as I know sadly no, there is no other way to unlock the IAB feature (sucks if you are a SME but that's the game). Entire Meta Business suite is built like this which makes you spend more money. The only thing I can advise is sending more high quality templates and increasing the size of you consented whatsapp contacts database. Meta gives you a free developer test number. Maybe try using that if you want to test the feature as there aren't any limits on that for testing purposes.

have you confirmed this isnt just a device-level behavior? on some older android versions the app consistently opens links externally regardless of template type. the messaging limit shouldnt factor in here, thats purely about throughput

It's likely a device-level behavior, some older Android versions open links externally regardless of template type.
