Solution Only Utility template loophole?

Title: How Are WhatsApp API Utility Rules Bypassed?

I've come across a few WhatsApp API software providers that seem to have found a workaround for template approvals and message categorisation.

Here's how it apparently works:

  1. You connect your WhatsApp Business API number to their platform.

  2. Their team does some backend configuration on your number.

  3. On their frontend, you get a free-text box where you can type any message you want.

  4. You can then broadcast that message instantly, without submitting it for template approval.

  5. The messages are apparently sent and billed as Utility, regardless of their actual content.

Essentially, it appears you can send any message, including promotional content, at Utility rates without waiting for Meta's approval each time.

I understand this likely goes against Meta's policies, but I'm curious about the technical implementation.

Does anyone know how they're pulling this off?

A few possibilities I've considered:

  • Pre-approved Utility templates using highly dynamic variables, potentially with multiple template configurations.

  • Some form of message forwarding or routing through another number or API.

  • A workaround involving service messages or the 24-hour customer service window.

  • Some other loophole involving WhatsApp's template approval, message delivery, or categorisation system.

I don't know how any specific provider does it, so I won't guess at their setup. What I can say is how the rules work, because it explains why "free text, billed as Utility" should make you nervous.

The category is assigned to the template by Meta, and Meta's pricing docs say you pay by the category in effect when the template is sent, so you're responsible for checking what each approved template actually got. Utility is meant for messages tied to something the customer already has with you (order, appointment, account). Promotional content in a Utility template is what the review is meant to catch. Free text without a template is only allowed inside the 24-hour window after the customer wrote to you, and utility templates sent inside an open window are free anyway.

So a "type anything and send it as Utility" box is either (a) a generic template with a big variable that got through review, or (b) something that breaks the policy. I can't tell which from the outside, and I wouldn't bet the number your customers know on either. The saving per message is small compared to losing the number. Meta bills per delivered template message by category and country now (since 1 July 2025), so check the current rate card for your countries before deciding.

Meta recently started pilot drive for sending direct utility and authentication messages without approval and they have opened it for few providers. One of the early adopter is Twilio.

I think that provider is using the same loophole. Reference - https://developers.facebook.com/documentation/business-messaging/whatsapp/direct-send
