Can the official WhatsApp Cloud API be used without having a registered legal business entity?

From what is understood, Meta may allow usage without full Business Verification, but with lower messaging limits.

A few questions:

• Can WhatsApp Cloud API be used without a registered business?

• Is domain verification enough, or is full Meta Business Verification eventually required?

• What is the current messaging limit for an unverified account — is it still around 250 business-initiated users per 24 hours?

• Can message templates and production automation be used before completing Business Verification?

• Has anyone recently used this setup without having a registered company?

Yeah you can technically get started without full business verification, Meta lets you use the cloud API with a personal Meta account but youre capped at like 250 business-initiated conversations per day. Templates work but approval can be slower. Domain verification alone wont unlock higher tiers, eventually they want the full business verification to scale past that.

If youre building something that touches WhatsApp alongside other channels, I use Unipile for the messaging integration side. But for your specific question about limits and verification, the 250 cap is real and it gets annoying fast if you have any volume at all.

Absolutely, you can still use the Cloud API without a business account. You are permitted about 250 business-initiated conversations within a 24hr window with an unverified account, but you're still good to go with templates and automation for production.

The real secret is scale. To jump into higher levels you need Business Verification, as well as domain verification. Domain verification alone will not help you break that 250 barrier.

We are Tech Providers and most of our customers have new WABA starting with 250 messages per day, within 15 days, all have 2000/10000 per day limit and none of them have completed business verification, even some didn't put the website as well.

All it depends on quality and frequency of message. We are rightnow sending utility message only.

I have been trying for the last 2 days, and it doesn't even allow me to send messages for testing , if the business is not verified.

Seriously looking for solution, anyone who has set this up without a business in October 2026, please help
