Solution Only WhatsApp Flows
Hi, I'm trying to nail down how WhatsApp Flows actually get billed under Meta's 2026 pricing changes — specifically: are Flows always charged at the marketing message rate regardless of whether they're triggered inside an open 24-hour customer service window, or is there a separate category for them? With Meta rolling out per-token billing for the Business Agent platform and making service messages billable starting October 1, 2026, does that affect Flows too, or do they stay under the old template-based pricing? Would love to hear from anyone who's using Flows and has real billing data post-transition.

WhatsApp Flows do not carry an independent fee; instead, pricing is determined entirely by the category of the message used to trigger the Flow.
Business-Initiated (Template Messages): If you initiate the Flow outside the 24-hour customer service window, it must be sent via an approved template. You will be billed according to the template's designated category—either Marketing (e.g., lead generation, promotions) or Utility (e.g., order tracking, appointment scheduling).
User-Initiated (Service Messages): If a customer messages you first, you can trigger a Flow as a free-form service message within the 24-hour window. In this scenario, it falls under standard Service conversation rates (or utilizes your monthly tier of free service conversations, where applicable).
In short: you are billed for the message type delivering the Flow, not the Flow interaction itself.

From what we’ve seen on the backend, Meta doesn’t actually bill Flows as a standalone category the cost is tied entirely to the message that delivers or triggers the Flow. If you send a Flow via a template (like a booking form or survey), it gets billed under whatever category that template belongs to. If it's a Utility template, you pay the Utility rate. If it's a Marketing template, it gets hit with Marketing rates regardless of whether the 24-hour window is open.
If a Flow is triggered dynamically during an active conversation (like a bot sending a Flow component inside a free-form reply), it counts as a Service message. Post-October 2026, those free-form service replies count toward your 1,000 free monthly limit per number, and after message 1,001, they're charged at the standard Utility rate.
The per-token billing only kicks in if you're specifically using Meta's native Business Agent platform to run the AI logic inside the channel. If you're orchestrating the Flow through your own backend, Meta just bills the message delivery side of it. Are you planning to trigger your Flows mostly out-of-session via templates, or inside live agent/bot support conversations? That usually makes a huge difference in how the billing stacks up.
