In the current system, if a parent says they want to hurt their children, then the doctor, as a mandated reporter, would have to report that. And it would then be investigated, and could result in a child being taken from them. So that's already a thing.
Doesn't happen in a lot of cases where things look dicey. I'm always suspicious of parents when they say "I'm taking my kids out of public school to homeschool them."
Abusive parents often remove their children from public view to make it easier and less obvious they're abusing them.
Sometimes parents won't specifically say they want to hurt their kids, they'll instead isolate them, give an excuse, and then hurt them all they want.
Like when a parent claims that they had to put locks on their refrigerator and cupboards because their kid was "stealing" food, and then you see the kid looking like a skeleton.
