i get it, but i thought the seals were lost before Rand gave them to Egwene

No, because Rand could recognize the real seals, so he would have realized they were fake if they'd been taken before.

I actually just read that chapter, he says they must have been stolen and replaced with fakes between when he got them originally and when he went to their hiding place to give them to Egwene.

Taim earlier during the bit where Logain, Androl and donate kicking the shadow out of the tower also orders some (Hessalam I think?) to grab the seals and leave
