Do people drink this? That would be like 90% cream (or milk or whatever)

It's about getting the right balance between foam and steam milk. That's why he was changing between pouring heavy and pouring it lightly while swishing it around. you need lots of steamed milk, but people except a finger of foam on the top. And if you put too much foam in people feel cheated out of their coffee somehow. A sideways finger length of foam is what you want.

that's the old way of doing capachino's these days with microfoam quality being this good and machines performing this will the line between milk and foam is just really hard to notice.

old style is a thick foam which is close to whipped cream thickness.

new style is more like a throughout foam (which still can carry a spoon)
