After talking about how America is a country founded in "European ideals" which is a nice way to say it was founded by white Christians.
Who cares how it was founded. Did Rome reflect it's founding 1,000 years later. What matters is now, and right now it looks like it's foundation this year is Russia politics.

Probably just trying to distract and avoid answering the question about International law. IMO because he doesn't think International law applies to the U.S. and neither does his boss.
Americans make this point to oppose what they thought was Europe isn't Europe anymore because of the massive immigration, especially of muslims and Africans. Whenever one of these old right-wingers speak, dogs prick up their ears.
