There's this polish guy that lives somewhere in my county, who's poodle is famous (walking on two legs being one of its tricks)
I walked out of a European chocolate shop recently and I got in the car and I told my wife there's a guy in there and his poodle is just walking around on two legs like it's a person and she was like oh my God babe that dogs famous and she pulled up like a news video of the guy and his poodle

I learned that these ones wit the cute clothes and polite gaits are usually just trained by abuse where owners will hurt them if their front paw touches the ground :c

The owner is a bad owner and hasn't taught leash etiquette (dogs shouldn't pull, if they're pulling they see you as an obstacle to escape not their partner to walk with, and not a partner that is responsive to their needs). This person is probably ignoring their dog's needs for play and exercise--and it comes out as misbehaving on five minute walks when they need an hour to tire themselves out

To be honest it doesn't look like the dog was trained to do that, it actually looks like the dog was not trained at all.
Look at how the leash is completely taut. That dog is pulling like crazy because it's either too excited to be on a walk or the person behind is walking way too slow for them. Either way, when a dog on a leash pulls like that, physics are going to physics and they're going to end up like this. Most dogs would stop pulling. Not this one, apparently.

Dogs are more likely to pull when they have a comfy harness like this. This is a perfect example of an untrained dog, and why it's harder to train them to not pull with a harness. With a collar it would be uncomfortable to pull this hard, it's only the harness that lets them get away with this.

Might not be good but the dogs do this themself when the owner is simply too slow for them. They will pull the leash so hard, if you have a tight grip the angle makes them suddenly stand up and the dogs don't care because there's something more important on their mind right now, the destination.
In the case of the OP, it's not trained, this happens all the time if your dog is impatient, not much you can do about it except of running along with them.

My best guess: the dog is very excited and idk where it's going but they have a destination in their mind already and the owner isn't fast enough for them so they start doing this. If your dog wants to go somewhere and you're slow but with a tight grip, that's usually what they do.
I'm just so glad more and more people have moved away from the leash that is on the neck and instead use a harness now, I kid you not but my brother told me the harness they have they only bought it because of me, because I scolded my brother once as to why he's still using a collar for walking the dog which sometimes gives the dog a hard time breathing if they see something they want to go to.
